After processing application Dot releases a letter which is termed as Letter of Intent (LOI), after receiving this letter government gives 60 working days for preparation of Bank guarantees and submission of entry fee. After submission DoT will verify these bank guarantees and entry fee then they will send invitation for the signing license

ISP license is sub divided into 3 categories

Select the category in which you want to apply for the UL ISP License, opt between A, B or C category. These three different categories of VNO ISP license in India are bifurcated by DOT. Country is divided into 24 Service Areas consisting of 20 Telecom Circle Service and 4 Metro Service Areas for Category “B” 322 Secondary Switching Areas for Category “C” UL ISP license is cheapest for class C.

Category A – All India Level – (National Area). This license is for Pan India operations.

Category B – State Level (Telecom Circle /Metro circle) – Class B license is issued for a total of 20 major states or any of the following Metro Cities – Mumbai, New Delhi, Kolkata, Chennai, Bengaluru, Pune, Hyderabad and Ahmedabad. Category C – SSA (Secondary Switching Area) – This license is for only a particular secondary switching area. A secondary switching area is a government defined territory which could comprise of several small villages, towns or even districts. A class C license holder will have access to any 1 particular SSA only, unless he applies for multiple authorizations under one unified License.

Depending on the ISP License category you select, you will need to prepare the documents and file the application with DOT. It is important that there be no error in the documents else the process will be put on hold leading to unnecessary delays and hassles.

They will connect their Wi Fi Access points with Internet through Licensed Service Providers only in that area. Then they can deliver broadband services to subscribers through WANI compliant Wi-Fi access points
Public Data Office Aggregator (PDOA) – Only those companies which are registered under companies act 2013 are eligible for PDOA means company should be a private limited .They have to get registered under DOT and there is no fee for registration. Registration is must and NO FEE .The registration process is an online process and will be completed within 7 working days of the receipt of application. Their main function will be to authorization and accounting of PDO’s subscribers. They declare the tariff for subscribers and keep account of usage of each subscriber.
App Provider – Only those companies which are registered under companies act 2013 are only eligible for APP Provider means company should be a private limited. They have to get registered under DOT and there is no fee for registration. Registration is must and are not required to pay any fee for registration. The registration process is an online process and will be completed within 7 working days of the receipt of application. They will develop an Application to register users and discover WANI compliant Wi-Fi hotspots in the nearby area and display the same within the App for accessing the internet service. App Provider will develop and maintain a software application and authentication for users to signup, discover WANI compliant Wi-Fi hotspots, and do single-click connect from within the App. They will authenticate each subscriber periodically based on some predefined algorithm.
Central Registry – The Central Registry will be maintained by C-DoT. It will maintain WANI architecture and specifications, the details of App Providers, PDOAs, and PDOs. WANI ensures the working among systems and software applications used by PDOA, PDO, App Provider, and Central Registry.
