What is Insecticides License?

Insecticides Act was brought into force with effect from 1st August, 1971. In the Act and the Rules were framed there under, an in that its  compulsory registration of the pesticides at the Central level and license  for their manufacture, formulation and sale are dealt with at the State level.

With the enforcement of the Insecticides Act in the country pesticides of very high quality are made available to the farmers and general public for house-hold use, for protecting the agricultural crops from the pests, humans from diseases and the health hazards involved in their use have been minimized to a great extent. For the effective enforcement of the Insecticides Act, the two bodies have been constituted at the Central level viz.

Central Insecticides Board and Registration Committee. (CIBRC)

One who want to sell, store or manufacture of insecticides can apply for this license. Along with the online submission , applicant needs to submit the hard copy of the documents and product sample at CIBRC Reception. It is only when both hard and  soft  copies  of  the  application  have  been  received  at  the  reception  that  the application is passed onto Preliminary Scrutiny.

Documents Required

    • Applicant Details with photo.
    • Proof of Applicant Firm Registration
    • NOC from Grampanchayat/Nagar Parishad/Maha Nagar Palika
    • Proof of Address for Firm/Company/Shop/Sale/Storage(Godown):7/12 Extract/ 8 A/no 43 from grampanchayat,If premises is on rental basis then registered/ notarized rent agreement on Rs 100/- stamp paper along with ownership documents.
    • Proof of Address for Manager/Karta/Proprietor /Partner /Responsible Person/Expert/Production Supervisor: copy of tax receipt of property /copy of property registration document/copy of passport/ copy of Aadhar Card /Voter ID Card.
    • Copies of Valid principal Certificate (in Duplicate).
    • Under taking with regards to First aid facilities.
    • Spot inspection report of Insecticide Inspector (Godown).
    • Employee”s documents (for Agriculture, Household and Pest Control Purpose) (a) qualification/Degree Certificate. (b)Pan Card. (c) Address Proof.
    • For Commercial Pest Control (Restricted Purpose) following documents required either for applicant or Operator.

Registration of Insecticides License

    1. An application for registration of an insecticide under the Act shall be made in Form I and the said Form including the verification portion, shall be signed in person duly authorized by firm Any change in members of the firm  shall be forthwith intimated to the Secretary, Central Insecticides Board and Registration Committee and the Licensing Officer.
    2. First time registration of insecticide in India then  Rs  5000/- each incase of application for registration under Sections 9(3) and 9(3B) of the Insecticides Act, 1968
    3. If already registered by someone else then Rs 2500/- each in case of application for registration under Section 9(4) of the Insecticides Act
    4. The certificate of registration shall be in Form II or Form II-A, as the case may be and shall be subject to such conditions as specified therein.
    5. Registered for first time then provisional registration for two years after data generation full registration allowed
    6. Registration number will be given within a period of 12 months

License to Manufacture Insecticides:

    1. Application for the grant or renewal of a license to manufacture any insecticide shall be made in Form III or Form IV, as the case may be, to the licensing officer and shall be accompanied by a fee of Rs 2000/- every insecticide and a maximum of Rs 20,000/- for all insecticides for which the license is applied
    2. If an insecticide is proposed to be manufactured at more than one place, separate applications shall be made and separate licenses shall be issued in respect of every such place
    3. The license and any certificate of renewal shall be kept on the approved premises and shall be produced for inspection at the request of an Insecticide Inspector
    4. The licensee shall obtain ISI Mark Certificate from Bureau of Indian Standard within three months of the commencement of the manufacture
    5. No Insecticides shall be sold or distributed without ISI Mark Certification

License for Sale and distribute of Insecticides

    1. Applications for the grant or renewal of a license to sell, stock or exhibit for sale or distribute insecticides shall be made in Form VI or Form VII, as the case may be, to the licensing officer and shall be accompanied by the fees specified in sub-rule (2).
    2. The fee payable under sub-rule (1) for grant or renewal of a license shall be Rs 500/- for every insecticide for which the license is applied subject to maximum Rs 7500/. There shall be a separate fee for each place, if any insecticide is sold, stocked or exhibited for sale at more than one place:
    3. PROVIDED that the maximum fee payable in respect of insecticides commonly used for household purposes and registered as such shall be Rs 7500/ for every place: PROVIDED further that, if the place of sale is established in the rural areas, the fee shall be one fifth of the fee specified in this rule.
    4. If any insecticide is proposed to be sold or stocked for sale at more than one place, separate applications shall be made and separate license shall be issued in respect of every such place [and for every insecticides.

Duration of Insecticides licenses and Renewal

Any license issued or renewed under this shall, unless sooner suspended or cancelled, be in force for a period of two calendar years

    1. An application for the renewal of a license shall be made before its expiry and if such an application is made after the date of expiry then late fee  will be charged as per the rules
    2. For addition , deletion or alteration and duplicate registration certificate fee is Rs 100/-
    3. For Cancellation fee Rs 100 and it should  be published in two English and Hindi newspapers

Registration Fee for Pest Control License?

Any person who desires to undertake pest control operations, with the use of Aluminum Phosphide, Methyl bromide, Ethylene dibromide or as notified shall apply for a license in Form VI-A with a fee of rupees one thousand for each place of operation.

Pest Control License Registration Application fee is Rs.1000/-.

An application for the renewal of a license shall be made before its expiry and if such an application is made after the date of expiry then late fee  will be charged as per the rules

For addition, deletion or alteration and duplicate registration certificate fee is Rs 100/-

For Cancellation fee Rs 100 and it should  be published in two English and Hindi newspapers

What is the Validity for Pest Control License?

The license granted for such operations shall be valid for a period of five years provided that the license shall be renewed after verification or inspection at the expiry of this period on application in Form VI-B for a further period of five years.

Mandatory Requirements for Pest Control License

Any person who applies for grant of license for undertaking pest control operations should be at least a graduate in Agriculture or in Science with Chemistry as a subject with a certificate of minimum 15 days training from any of the following Institutions – Central Food Technological Research Institute, Mysore; Indian Grain Storage Institute, Hapur and National Plant Protection Training Institute, Hyderabad.

    1. For undertaking fumigation, the pest control operators shall have to obtain special permission from the Plant Protection Adviser to the Government of India in addition to obtaining license. The Plant Protection Adviser will grant such permission as per procedure or guide lines approved by the Registration Committee
    2. The commercial pest control operators shall adhere to the prescribed guidelines or procedures as laid down by the Plant Protection Adviser to the Government of India in regard to the fumigation operations undertaken by them

A certificate of Completion of Training by the Indian Pest Control Association is required for applying for the pest control license.

How to apply for Access Service License Registration Online?

In India, the Access Service License registration application form is not available for download as the registration process is entirely online. To apply for Access Service License registration online in India, you need to follow these steps:

    • Visit the official website of the Department of Telecommunications (DOT) at https://dot.gov.in/.
    • Click on the “Services” tab on the main menu.
    • Select the “Access Service License” option.
    • Click on the “Apply Online” button.
    • Fill out the Access Service License registration form with all the required details, such as personal information, company details, and technical details.
    • Upload all the supporting documents required with the application, such as proof of identity and address, PAN card, and photographs.
    • Pay the Access Service License application fee online through the DOT portal.
    • Submit the completed registration form and documents online.
    • Wait for the DOT administrator to process your application, which can take around 60-90 days.

If your application is approved, you will receive an Access Service License from the DOT administrator, which will allow you to provide telecom services in India.

    1. Aadhar number of the applicant.
    2. Name, gender, PAN number, email id and mobile number of the applicant.
    3. PAN, location, and address of the organization.
    4. A number of employees and the date, you are planning to start your business.
    5. Bank account number and IFSC code.
    6. The basic business activity of the enterprise.

How to apply for UDYAM Registration Online?

You can apply for Udyam registration online, and there is no physical form available for this registration. To apply for UDYAM (previously known as Udyog Aadhaar) registration online in India, you need to follow these steps:

    1. Visit the official UDYAM registration portal at https://udyamregistration.gov.in/UA/UAM_Registration.aspx.
    2. Click on the “For New Entrepreneurs who are not registered yet as MSME” option.

What is PM – WANI ?

It’s Full form is PRIME MINISTER (PM) – Wi-Fi ACCESS NETWORK INTERFACE (WANI).

This was approved by Honorable Prime Minister on 09-12- 2020 Main Framework of this is to increase Broadband Services through Public Wi-Fi networks. Which will ease the goal of digital India by providing high speed Broadband Internet Services to remote area though Wifi networks.

What is the Framework of PM- WANI?

This will be operated by different players which are described below :-

1. Public Data Office (PDO)

They will be local shops and small establishments who will become Wi-Fi providers. They do not require any license or registration and also they are not required to pay any fee to DoT.

NO REGISTRATION AND NO FEE is required to become a PDO. They will connect their Wi Fi Access points with Internet through Licensed Service Providers only in that area. Then they can deliver broadband services to subscribers through WANI compliant Wi-Fi access points.

2. Public Data Office Aggregator (PDOA)

Only those companies which are registered under companies act 2013 are eligible for PDOA means company should be a private limited .They have to get registered under DOT and there is no fee for registration.

Registration is must.The registration process is an online process and will be completed within 7 working days of the receipt of application. Their main function will be to authorization and accounting of PDO’s subscribers . They declare the tariff for subscribers and keep account of usage of each subscriber.

3. App Provider

Only those companies which are registered under companies act 2013 are only eligible for APP Provider means company should be a private limited .They have to get registered under DOT and there is no fee for registration. Registration is must and are not required to pay any fee for registration .The registration process is an online process and will be completed within 7 working days of the receipt of application.

They will develop an Application to register users and discover WANI compliant Wi-Fi hotspots in the nearby area and display the same within the App for accessing the internet service. App Provider will develop and maintain a software application and authentication for users to signup, discover WANI compliant Wi-Fi hotspots, and do single-click connect from within the App. They will authenticate each subscriber periodically based on some predefined algorithm.

4. Central Registry

The Central Registry will be maintained by C-DoT. It will maintain WANI architecture and specifications, the details of App Providers, PDOAs, and PDOs.

WANI ensures the working among systems and software applications used by PDOA, PDO, App Provider, and Central Registry.

How to apply for PM WANI Registration Online?

A state license is awarded to those that have a turnover of Rs. 12 lakhs to 20 crores and operate within a particular state only.

FSSAI Central License

A central license is given to those businesses that have an annual turnover of more than 20 crores and for those that operate in multiple states.

FSSAI Registration Fee

    • Fees for basic FSSAI License is fixed at INR 100 for one year.
    • The FSSAI State License fees ranges from INR 2000/- to 5000/- a year.
    • Fees for FSSAI Central license is fixed at INR 7500/- per year.
