What is PM – WANI ?
It’s Full form is PRIME MINISTER (PM) – Wi-Fi ACCESS NETWORK INTERFACE (WANI).
This was approved by Honorable Prime Minister on 09-12- 2020 Main Framework of this is to increase Broadband Services through Public Wi-Fi networks. Which will ease the goal of digital India by providing high speed Broadband Internet Services to remote area though Wifi networks.
What is the Framework of PM- WANI?
This will be operated by different players which are described below :-
1. Public Data Office (PDO)
They will be local shops and small establishments who will become Wi-Fi providers. They do not require any license or registration and also they are not required to pay any fee to DoT.
NO REGISTRATION AND NO FEE is required to become a PDO. They will connect their Wi Fi Access points with Internet through Licensed Service Providers only in that area. Then they can deliver broadband services to subscribers through WANI compliant Wi-Fi access points.
2. Public Data Office Aggregator (PDOA)
Only those companies which are registered under companies act 2013 are eligible for PDOA means company should be a private limited .They have to get registered under DOT and there is no fee for registration.
Registration is must.The registration process is an online process and will be completed within 7 working days of the receipt of application. Their main function will be to authorization and accounting of PDO’s subscribers . They declare the tariff for subscribers and keep account of usage of each subscriber.
3. App Provider
Only those companies which are registered under companies act 2013 are only eligible for APP Provider means company should be a private limited .They have to get registered under DOT and there is no fee for registration. Registration is must and are not required to pay any fee for registration .The registration process is an online process and will be completed within 7 working days of the receipt of application.
They will develop an Application to register users and discover WANI compliant Wi-Fi hotspots in the nearby area and display the same within the App for accessing the internet service. App Provider will develop and maintain a software application and authentication for users to signup, discover WANI compliant Wi-Fi hotspots, and do single-click connect from within the App. They will authenticate each subscriber periodically based on some predefined algorithm.
4. Central Registry
The Central Registry will be maintained by C-DoT. It will maintain WANI architecture and specifications, the details of App Providers, PDOAs, and PDOs.
WANI ensures the working among systems and software applications used by PDOA, PDO, App Provider, and Central Registry.

The applicants seeking registration/renewal of registration as Exporter of Tobacco(for Un Manufactured Tobacco ) should furnish the particulars of godowns / warehouses / handling points (including branches) at the relevant column of the application in the following manner:

In case of lease, full address of the owner along with a self attested copy of lease agreement on Rs.100/- non-judicial stamp paper should be submitted.
After getting the registration for Exporter of Unmanufactured Tobacco & Exporter of Tobacco Product from Tobacco Board its mandatory to apply Registration-cum-Membership Certificate (RCMC ) Which is obtained to furnish to the DGFT department for doing exports of tobacco and tobacco products outside India.
Once registration is granted both categories of Exporters i.e. Exporter of Unmanufactured Tobacco & Exporter of Tobacco Products can apply for RCMC to the board. Exporter can login using the Login ID and password sent to them and click on “Registered” under the particular category of Exporter and navigate
Registration is granted as Merchant Exporter or Manufacturer Exporter. In case the exporter desires to get registration as Manufacturer Exporter, he shall furnish evidence of manufacturing activity owned by their firm (for example License issued by Industries Department/IDR Act, 1951)) or MSME registration along with application.
Registration is granted for a period of 5 years, which is valid from 1st April of the licensing year in which license was issued.
In case of change in ownership, constitution, name or address of an exporter, it shall be obligatory on the part of RCMC holder to intimate such change to the Registering Authority within a period of one month from the date of such change.

How to get a Tobacco Export License?
The Tobacco Board of India is a facilitator for tobacco growers, traders and exporters.
The Tobacco Board, apart from issue of annual registration for various categories of Traders (Exporters & Manufacturers) under the Act, also grants Registration-cum-Membership Certificates as outlined, in Chapter 2 of the Foreign Trade Policy and Hand Book of Procedures.
Application for RCMC is to be made in the prescribed Form (ANF -2C), which can be obtained from Tobacco Board on request or downloaded from the Tobacco Board website. The procedure for online application for RCMC is available at http://www.tobaccoboard.in/REGISTRATION/RCMC%20Certification.pdf.
The completely filled in application shall be submitted online to Board (along with scanned copies) at http://www.tobaccoboard.in/ or physically to Tobacco Board, Guntur.

After getting the registration for Exporter of Unmanufactured Tobacco & Exporter of Tobacco Product from Tobacco Board its mandatory to apply Registration-cum-Membership Certificate (RCMC ) Which is obtained to furnish to the DGFT department for doing exports of tobacco and tobacco products outside India.
Once registration is granted both categories of Exporters i.e. Exporter of Unmanufactured Tobacco & Exporter of Tobacco Products can apply for RCMC to the board. Exporter can login using the Login ID and password sent to them and click on “Registered” under the particular category of Exporter and navigate
Registration is granted as Merchant Exporter or Manufacturer Exporter. In case the exporter desires to get registration as Manufacturer Exporter, he shall furnish evidence of manufacturing activity owned by their firm (for example License issued by Industries Department/IDR Act, 1951)) or MSME registration along with application.
Registration is granted for a period of 5 years, which is valid from 1st April of the licensing year in which license was issued.
In case of change in ownership, constitution, name or address of an exporter, it shall be obligatory on the part of RCMC holder to intimate such change to the Registering Authority within a period of one month from the date of such change.

Letter of Undertaking
Copy of Partnership Deed/Memorandum of Articles of Associations also with complete address of partners/directors if firm is Partnership /Private Limited /Public Limited
Copy of PAN Card
Udhyami Registration (MSME)
License under Factory Act 1948 or Registration under Shop and establishment act
Copy of Central Excise registration Certificate for manufacture of Exciseable goods
Copy of Latest Municipal/Corporation tax paid receipt pertaining to Factory or unit premises
Copy of GST Certificate
Copy of permission letter issued by RBI/Concerned Authorities of Govt. of India (Incase of MNC or Foreign Majority companies.
How to get a Tobacco Export License?
The Tobacco Board of India is a facilitator for tobacco growers, traders and exporters.
The Tobacco Board, apart from issue of annual registration for various categories of Traders (Exporters & Manufacturers) under the Act, also grants Registration-cum-Membership Certificates as outlined, in Chapter 2 of the Foreign Trade Policy and Hand Book of Procedures.
Application for RCMC is to be made in the prescribed Form (ANF -2C), which can be obtained from Tobacco Board on request or downloaded from the Tobacco Board website. The procedure for online application for RCMC is available at http://www.tobaccoboard.in/REGISTRATION/RCMC%20Certification.pdf.
The completely filled in application shall be submitted online to Board (along with scanned copies) at http://www.tobaccoboard.in/ or physically to Tobacco Board, Guntur.

To Register with Tobacco Board as Manufacturer / Processor / Exporter of Tobacco / Exporter of Tobacco Products / Packer / Dealer and Commercial Grader for any calendar year, please submit the applications through online (www.tobaccoboard.in) introduced by the Board, as filing of applications through online is compulsory from 2016 calendar year onwards.
